Speaker of Parliament Hon. Rebecca Kadaga will tomorrow night be accorded a heroine’s welcome on her arrival from Canada where she has been attending the Inter-Parliamentary Union Summit.

Hon. Kadaga is expected to arrive in the country on monday 11pm at Entebbe International  airport.

According to Bishop David Kiganda,a Pentecostal leader and chief organizer of the reception, Hon. Kadaga will be given this honor due to her courage to stand up against the Canadian Prime Minister who during the summit chided Uganda’s human rights record. He added that he expects Ugandans to turn up in big numbers to welcome the speaker.

The Speaker of the Ugandan Parliament, Ms. Rebecca Kadaga, took Canadian Foreign Affairs Minister John Baird to task at an international summit in Quebec City for his remarks criticizing Uganda’s ban on same-sex “marriage.”


Kadaga accused Baird of harboring a “colonial attitude” towards African nations and interfering in her country’s internal affairs, after Baird, in an address to the Assembly of the Inter-Parliamentary Union (IPU), denounced Uganda for violating gay rights and oppressing homosexuals.

Moreover, Ms. Kadaga claimed, according to a report by the Daily Trust, that Canada refused to grant entry visas to most Ugandan parliamentarians, and that she was prevented from making a presentation at the conference by the organizers, due to Uganda’s ban on same-sex “marriage.”

Baird cited the brutal murder of homosexual activist David Kato as an example of the dangers faced by open homosexuals in Uganda. Kato died after being bludgeoned to death by a homosexual prostitute whom he failed to pay for his services. However, his murder has been widely cited by homosexualist activists as a case of “anti-gay” violence.

Uganda has consistently stood against pressure from international gay activists and the UN to accept Western sexual values.

In 2005, the Ugandan Parliament adopted a constitutional amendment that criminalized same-sex “marriage” and specified that “marriage is lawful only if entered into between a man and a woman.”

“If homosexuality is a value for the Canadian people, that’s not a problem for us, that’s it’s issue, but one shouldn’t force Ugandans to accept homosexuality because we’re not Canadian citizens,” Kadaga said to loud applause from parliamentarians from African and Arab countries at the IPU conference.

“Ignorance and arrogance, that is how I would describe Mr Baird,” said Ms. Kadaga according to a Globe and Mail report.

She added that the Ugandan people do not “share the same values” as Canada but pointed out that her government does not promote violence against homosexuals.

In September, Baird said in a speech to the Montreal Council on Foreign Relations that he will continue to promote homosexual rights as a key component of Canada’s foreign policy.

As part of that effort, Baird said, he will continue to work with western countries to promote homosexual rights in countries around the world where “violent mobs … seek to criminalize homosexuality,” and to make Canada a welcoming haven for homosexual refugees.

“We’re working with allies like the EU and the United States on encouraging the decriminalization of homosexuality,” Baird said. “We’re working with all political parties in the House of Commons to fight those who restrict the basic human rights, from Kampala to St. Petersburg.”

“This is a very high level of arrogance for him to attack my country,” Ms. Kadaga told the IPU delegates.

Baird was reported to have shrugged off the criticism, retorting, “Sometimes the truth hurts.”

REACTIONS
Meanwhile, Ugandans today took to Social websites Twitter and Facebook to express their support for what they termed as Kadaga’s “spirited defence” against western imperialism.

A one Emily Arainatwe described Kadaga as a “bright shining star” for Uganda, urging her to “keep up the spirit and fight for what Ugandans believe in.”

Others said Uganda recently marked 50 years of Independence, adding, Uganda is not only “politically independent but also, morally, spiritually and socially.”

Others posted their comments below the stories on newspaper websites especially Daily Monitor where Kadaga is quoted blasting the Canadian Foreign Minister.

Frank Mugweri: Well done our girl Rebecca. You put us on the map against western imperialistic bulldozers. Please, keep up the spirit and don't be intimidated on issues of homosexuality which don't belong to us that the west wants to impose on us. For example, no African has ever preached to the west about polygamy. So they should stick to the topic at hand in the conference.

Her evidence globally highlights the current stalement of the gay issue in many parts of the world.

If homosexual rights are to be observed likr any other prejudices of any kind. Choosing the right avenue is important and local education should accompany all other medium to deal with the issue.

That is what happens when people through God out their culture. They threw religion out of their schools. No religious education and no prayers in their schools.

There are certain things in the world which at one time caused the destruction of people's lives one of them is Homosexuality which God hates very muchNo one wants this kind f life in Uganda. It is farfetched, primitive and unchristian. It has no room in Uganda.

Speaker Rebecca Kadaga caused a diplomatic stir on Monday on her official trip to Canada, getting involved in a spat with the host Foreign Minister, Mr John Baird, whom she accused of attacking Uganda’s human rights record in respect to sexual minorities.

In a stinging retort to Mr Baird’s statement at the ongoing 127th Inter-Parliamentary Union (IPU) Assembly in Quebec, Ms Kadaga told off Mr Baird and reminded him that Uganda was neither a colony nor protectorate of Canada and as such her sovereignty, societal and cultural norms were to be respected.

She told IPU organisers that she was not aware that the assembly had been summoned to promote gay rights.

Earlier, at the inaugural plenary on Monday, Mr Baird had demonised Uganda on allegations of persecuting sexual minorities. The Foreign Minister referred to the specific incident of gay-rights activist David Kato, who was bludgeoned to death in January 2011.

Responding to the unprovoked Baird attack, Ms Kadaga said: “When we came for this Assembly, to which we were invited, we expected respect for our sovereignty, our values and our country … “I, therefore, on behalf of the Ugandan delegation, and, indeed, the people of Uganda, protest in the strongest terms the arrogance exhibited by the Foreign Minister of Canada, who spent most of his time attacking Uganda and promoting homosexuality.”

In reference to Ndorwa West MP David Bahati’s anti-homosexuality Bill, which is in Parliament, Ms Kadaga said, “as a Speaker of Parliament, it is my responsibility to protect the rights of Members of Parliament; hence I cannot deny them the right to move private members’ Bills. The debate on homosexuality is not a settled matter.”

Ms Kadaga told the assembly that Kato’s death resulted from a crime of passion. That he had contracted to pay some money to his lover in order to have sex with him. That, when he failed to pay, he was beaten to death; the case was taken to court; the assailant was jailed and is now serving his sentence.

Reminder
She reminded the Canadian minister and other gay rights sympathisers that the gay rights debate began in the US in 1967. “To-date 39 states in the USA prohibit same-sex marriages,” she said, adding: “In the Anglican Church the matter is not yet settled. Indeed in the Anglican Church of the USA, some provinces pay allegiance to the Church of Uganda because they do not believe in homosexuality.”

For that matter, Ms Kadaga said: “If homosexuality is a value for the people of Canada they should not seek to force Uganda to embrace it. We are not a colony or a protectorate of Canada. The subject under discussion is ‘Citizenship, Identity and Linguistic and Cultural Diversity in a Globalised World’, please stick to it.”

Mr Bahati’s Bill has received support from religious groups but has been condemned by human rights defenders. In October 2009, the Ndorwa West lawmaker proposed that a new offence be created named “aggravated homosexuality” which would be punishable by death.
