Former Permanent Secretary in the Office of the Prime Minister Pius Bigirimana has been handed an award for excellent service.

This paper understands that Mr Bigirimana, whom President Museveni last week described as a “pumpkin seed” that can germinate even in a dry area, received the Certificate of Award from Prime Minister Amama Mbabazi through the Minister for General Duties, Prof Tarsis Bazana Kabwegyere.

This newspaper has seen a letter by Prof Kabwegyerere dated January 16 to Mr Bigirimana, who is now PS Gender ministry, that he was recognised for his “tremendous contribution” at his former duty station.
“It is no doubt that your effortless contribution towards the Office of the Prime Minister through your initiation of the three projects namely; the Annual Government Performance Reviews Mechanism, the Peace, Recovery and Development Plan (PRDP) and the Second Northern Uganda Action Fund (NUSAF)… will have long term benefits in terms of improved administration and management,” Prof Kabwegyere wrote.
Prof Kabwegyere said it was this contribution that led to his award.

The letter was copied to Mr Mbabazi, Head of Civil Service John Mitala, Principal Private Secretary to the President and the Permanent Secretary- Office of the Prime Minister.
Responding to the recognition, Mr Bigirimana said: “I translated PRDP and NUSAF II modules into implementation. That’s what I did and we succeeded.”

He said NUSAF II was rated by the World Bank as the most successful project.
As for the Annual Government Performance Reviews, he said: “This is aimed at holding us accountable. We must ensure that we implement what we promise the people. We must walk the talk and I didn’t do this to get votes.”

At the launch of the Shs265 billion Youth Livelihood Programme (YLP) in Kampala last week, President Museveni said when some people who mobilised the donors to cut aid attempted to “sacrifice” Mr Bigirimana, he looked at his heart and did not see any wrongdoing.
Mr Museveni added: “Some people said he had put money on people’s accounts. But I realised there was no bad faith on the side of Bigirimana. I read through all the reports. I did not see why they wanted to kill this man, but MPs said he had to go. I did not see why he should have been sacrificed.”
