Police in Mpigi district have kicked off investigations into
circumstances under which 15 dead bodies were dumped at a village in the
area by yet to be identified people.
Lydia Tumushabe, the police spokesperson for the Katonga Region, says
that the LC1 chairman for Busese A village in Nkozi sub-county, Mpigi
district was informed of a person identified as Aisha
Kwagala transferring bodies of 15 people from Kyengera to have them
buried in in Busese village.
“This was however rejected by the landlord who forced Kwagala and her
team to carry their bodies back. It’s believed that the remains were
later brought back deep in the night and dumped in Busese village where
they had already prepared for burial and they just left them
unburied,”Tumushabe stated.
The police spokesperson noted that after being stopped from burying
the bodies, the group returned at night and dropped them whereas the
graves that had been dug were also left open.
Consequently, Police removed the 15 bodies wrapped in backcloth and took them to Gombe hospital.
“The suspects are at large but inquiries into the offence of
disturbing the peace of the dead registered under Nkz CRB: 005/2021 at
Nkozi police station,”Tumushabe noted.

The territorial Police in Mpigi are investigating circumstances under
which human remains of 15 (fifteen) deceased persons, that were exhumed
from Kyengera Town Council on the 8/02/2021, by Aisha Kwagala, and
transferred for reburial in Busese “A” village, Nkozi sub-county in
Mpigi district, were abandoned at the proposed burial ground at around
5:15pm, that same day. That occurred after the owner of the land at
Busese “A” village blocked the reburial of the corpses on his property.
According to Police, the preliminary findings indicate that the
exhumation and the transfer of the remains was controversial, since the
family did not follow the right procedure of relocating the remains to
their loved ones from Kyengera to another burial site. There was no
agreement over the new burial site in Busese “A” village, and no court
order authorising the exhumation and transfer of the remains.
Police further established that after Aisha Kwagala and her team were
blocked from reburying the human remains, they pretended as if they
were returning with the human remains to Kyengera, but in a dramatic
turn of events, dumped all the remains at Busese “A” village and drove
off.
Police emphasised that the public should know that it is unlawful for
one to disturb or remove the remains of the deceased persons, without
the lawful authorisation from court or consent from the next of kin.
“We shall endeavour to track down the suspects (relatives) on both
sides for disturbing the peace of the dead, after they exhumed and
abandoned their bodies in the open. Our task teams recovered the human
remains wrapped in bark clothe with name tags that included; Nakamanya
Kintu, Sam, Namusisi, Nsubuga x3, Nakabembe, Nalwoga, Zaina, Nakiwola,
Sande, Mayombwe Emma, Benna, Nalwaga Jalia and Sebastian Kibem. All were
transferred to Gombe Hospital for further examination,” the Police
disclosed.
Police also confirmed that these were in skeleton form, not fresh
bodies as alleged by what the force called conspiracy theorists and
propagandists who have turned it a habit to misinform the public for
their selfish reasons.
Kampala, Uganda | THE INDEPENDENT | Ronald Ssegawa, a
resident of Bishop Mukwaya in Bwaise I in Kawempe division is suffering
from excruciating pain following torture by his abductors.
Unidentified people kidnapped Ssegawa near Avis Company along Tula
road a fortnight ago. According to his family, they searched for Ssegawa
in various places in vain until his abductors dumped him near city
mortuary on Saturday.
“We received a phone call from a doctor because previously, we had
searched in here and luckily we left the picture of the missing person
plus our contacts. We were shocked by the situation under which we found
my brother in intensive care,” said Frank Kyeyune.
Mortuary attendants and security guards found Ssegawa unconscious
wrapped in a big sack and rushed him to the casualty ward where he was
transferred from to intensive care to save his life.
A security guard at the city mortuary in Mulago who spoke to Uganda
Radio Network-URN on condition of anonymity said plain-clothed people
with masked faces driving a vehicle with a covered number plate dropped
off Ssegawa at around 10:00 pm.
“We saw a car parked near the gate, two men opened the boot and
dropped out something we saw as a polythene bag on the roadside. We
could not go there first. The car that had no number plate sped off.
When we checked, we found a person still alive,” said the security
guard.
Ssegawa’s brother, Frank Kyeyune says his sibling was badly tortured
to the extent of plucking out fingernails from his left hand.
Patrick Onyango, the Kampala Metropolitan police spokesperson has
advised the family to report a case to the police to facilitate
investigations. “They need to open up the case at the police near them
to enable the investigations in this matter of Ssegawa,” said Onyango.
Several people have been arrested and tortured since the November
protests triggered by the arrest of the National Unity Platform
presidential candidate, Robert Ssentamu Kyagulanyi alias Bobi Wine. The
abductors sometimes come dressed in plain clothes, military,
counter-terrorism or joint anti-terrorism task force –JATT uniforms.
The abductors grab their victims from their homes, streets, markets,
garages. Recently, Internal Affairs Minister Gen Jeje Odongo tasked the
Director of the Criminal Investigations Directorate –CID, Grace Akullo
to probe the rampant abductions by suspected security personnel.
