ARUA. Police have charged Kyaddondo East MP Robert Kyagulanyi, alias Bobi Wine, with treason and causing malicious damage to a car belonging to the President’s convoy.
This was revealed yesterday by West Nile region police spokesperson, Ms Josephine Angucia, as police displayed guns and other items they claimed were recovered during a security search at Pacific Hotel in Arua Town where Bobi Wine and other opposition MPs had booked in during the campaigns for Arua Municipality parliamentary by-election.
Police displayed two AK-47 guns, a pistol, 15 phones, six red T-shirts, 46 white tablets in a tin labelled extra strength as alleged exhibits recovered from Bobi Wine’s room at Pacific Hotel.
“While searching the rooms of Kyagulanyi at around midday on Tuesday, the security team found a small bag containing 15 phones, a GPS reader, SMG rifles, six red T-shirts and other items. Kassiano Wadri (one of the candidates) was also arrested and found with a pistol with 12 rounds of ammunition,” Ms Angucia told the press in Arua Town yesterday.
Asked whether these were privately licensed guns, Angucia said: “Our ballistic experts are still verifying them because they have the serial numbers.”
The AK47 guns are labelled No. UE 0471-1998 and 5643013.
However, the management of Pacific Hotel refuted the police claims and counter-accused the security forces of looting the hotel and robbing guests of various valuables.
Mr Luiji Candia, the owner of Pacific Hotel, alleged that the security personnel ransacked all rooms, stole money, laptops of guests and many other valuables.
“These people (security operatives) did not get any gun here. They should be ashamed of telling lies to the public that they got guns here. If they got the guns from somewhere, they should tell the public instead of blaming our hotel,” Mr Candia said.
The police and military raided Pacific Hotel on Monday evening following the violence that culminated in the shooting of Bobi Wine’s driver, Yasin Kawuma, who was buried yesterday. He was shot inside his boss’s car near Pacific Hotel. Bobi Wine was not in the car.
Mr Candia alleged that the security forces broke doors of the hotel’s Room 22 during the search and arrested two of the staff and beat them up. One of the staff was released on Tuesday afternoon while another, a female, was still in custody at Arua Central Police Station by last evening.
Mr Candia claimed the security forces stole valuables worth Shs80m, including property for the hotel and guests.

Kyadondo East MP Robert Kyagulanyi (aka Bobi Wine) is being held on charges of treason and inciting violence.

Bobi Wine was also Wednesday facing charges of unlawful possession of firearms.

Malicious damage to the motorvehicle belonging to the convoy of the President is another charge that the MP is facing.

The Police spokesperson of north-western region, Josephine Angucia, told reporters on Wednesday that Bobi Wine and Arua Municipality by-election candidate Kassiano Wadri were arrested on Monday and Tuesday respectively and they are currently under Police detention.

She said 35 people, including Bobi Wine and Wadri, are all under police custody.

"Kassiano Wadri was arrested with one pistol, which had 12 rounds of ammunition(...) It was found with him during the time of his arrest. He even confessed that he is licensed to have it.

"Investigations are ongoing, witnesses are making statements, a case file is in the process of being filed, and then later on, appropriate action will be decided," said Angucia (pictured).


Arua Police recovered two submachine guns and a pistol from Bobi Wine and Wadri.

The two submachine guns were found in a room at Pacific Hotel where the legislature was living.

One had 16 rounds of ammunition and the other 19. Police also recovered 46 white tablets suspected to be drugs.

Altogether, 75 rounds of ammunition were recovered. The pistol was found in Wadri's possession.

Other items found were three Ugandan flags, six red T-shirts, 10 smart phones, a GPR machine, a red jacket and red bags.


Arua Municipality went to the polls on Wednesday to find a replacement for MP Ibrahim Abiriga, who was murdered on June 8 on his way to his home.

As many as 12 candidates, including two independents, are vying for the vacant parliamentary position.
Th crowded cast has seen Bobi Wine supporting Wadri in a race that also has NRM flagbearer Nusura Tiperu, FDC's Bruce Musema, Kennedy Madira of DP and JEEMA's Jaffar Alekua.

The other independent hopefuls in contention are Jackson Atima, Robert Ejiku, Francis Nyero, Sunday Anguandia, Alfred Nyakuni, Simon Avutia and Safi Bavuga.





 

Basalirwa wins Bugiri municipality election

Justice Forum (Jeema) president Asuman Basalirwa has won the Bugiri municipality parliamentary seat.

Bugiri district returning officer, Phiona Kunihira declared Basalirwa winner with 3,928 votes followed by ruling party, NRM's Francis Oketcho who polled 3,267votes.

Eunice Namentende of the Forum for Democratic Change's (FDC) party polled 928 votes,  while independent candidates Joel Wamono and Siraj Lyavala polled 15 and 8 votes respectively.

After he was declared winner, Basalirwa pledged to boost the livelihoods of the youth in the municipality by setting up income generating projects such as poultry.

"There are a lot of unemployed youth in my area and am working towards mobilizing them in groups that will engage in self-help projects like poultry and modern farming so as to boost their daily incomes," Basalirwa said. 

Basalirwa further hailed the people of Bugiri for electing him. He promised to represent their views in parliament.

Bugiri municipality is comprised of 28 polling stations and a total of 16,222 registered voters.

Arua municipality MP-elect Kassiano Wadri has today been charged with treason and remanded to Gulu Main Prison until August 30. 
Wadri who won the Arua municipality seat from prison after being arrested on Monday evening appeared before the Chief Magistrate's Court in Gulu together with MPs Gerald Karuhanga, Paul Mwiru and 33 other suspects.
Prosecution accuses the suspects of stoning the president's motorcade with the intention of harming the president on Monday evening. 
The suspects have been remanded to Gulu Main Prison until August 30
Magistrate Francis Matenga Dawa remanded the suspects but directed that the MPs be allowed to access to medical treatment from a facility of their choice.
This was after the suspects' lawyer Medard Sseggona told court that the suspects were tortured and are in need of medical attention. 
In a related development, Kyadondo East MP Robert Kyagulanyi and Mityana municipality MP Francis Zaake did not appear in the General Court Martial in Gulu as earlier anticipated.
Lawyers and family members claimed they were denied access to the legislators. It's highly likely that the MPs will not appear in court today as the army court officials led by Lt Gen Andrew Gutti only set off for Gulu today morning. 
Kyagulanyi whose driver Yasin Kawuma was shot dead in Arua and Zaake were arrested with several other suspects on Monday and Tuesday.

JINJA EAST BYELECTION

JINJA - Forum for Democratic Change (FDC) party flagbearer Paul Mwiru has won Thursday's Jinja Municipality East Constituency byelection, beating seven other contenders, including his closest challenger Nathan Igeme Nabeta of the ruling National Resistance Movement (NRM) party.

Inside the Jinja district council hall, Mwiru was declared winner with 6,654 votes while long-time rival Nabeta was second-best with 5,043 votes.

Independent candidate Faisal Masaba garnered 117 votes to finish third. Paul Mugaya Geraldson of the People's Progressive Party (PPP) came in fourth with 48 votes.

Richard Nyanzi, another independent candidate, was close behind with 47 polls while fellow independents Francis Wakabi and Monica Abuze polled 24 and 18, respectively.

Isabirye Hatimu Mugendi, who also stood as an independent, trailed with seven votes.

Rogers Sserunjogi, the returning officer of Jinja Electoral District, declared Mwiru the winner late Thursday after the votes were collated and Mwiru found to have the majority polls.

The total number of valid votes cast was 11,958 while the invalid ballots were 145. The spoilt votes were 31.

After receiving a copy of the results, the NRM said in a statement the party would hold a "special press conference" on Friday in Jinja town.

The venue for the 10am press briefing would, according to NRM communications officer Rogers Mulindwa, be announced later.



Renewed rivalry

The buildup to Thursday's byelection had singled out the long-standing political rivalry between Nabeta and Mwiru as the main plot of the repeat poll.

Much as the race featured other six candidates, all but one of whom were independents, the main focus remained on the duo.

It was the fifth time that Nabeta and Mwiru were facing off since 2006. The NRM candidate emerged victor in 2006, 2011 and 2016 while his FDC counterpart won in a byelection of February 2012.

But in January, Nabeta lost his seat in Parliament after the Court of Appeal nullified his victory, paving way for a byelection.

In the latest face-off, Mwiru will relish his victory after a day of reported mishaps in some of the 47 polling stations across the constituency. He will have the last laugh after a close contest in the eastern part of the country.

'Chaotic scenes'

Meanwhile, the heavy security deployment in the area on a generally wet Thursday had got many hoping the byelection would go on without incident.

However, allegations of vote rigging, ballot stuffing and voter bribery later fizzled to the fore.

"At some point, FDC president Patrick Oboi Amuriat, who was in the constituency, displayed a ballot paper that was pre-ticked in favour of NRM's Nathan Igeme Nabeta," election watchdog Citizens’ Coalition for Electoral Democracy in Uganda (CCEDU) said in their preliminary report.

"The Jinja metropolitan area, specifically Main Street, was the theatre of chaotic scenes resulting from occasional running battles between the security personnel and locals.  For instance, at Main Street Primary School, police conducted various arrests on account of NRM party supporters allegedly campaigning around the polling centre," CCEDU reported.

At the same polling station, New Vision's Jinja correspondent Donald Kiirya reported that NRM supporters drove musician Geoffrey Lutaaya (pictured above with hooded jacket), said to belong to Mwiru's camp, out of the station.

In the fiesty atmosphere, elsewhere, at Spire Road Primary School polling station, the chairperson of Nabeta's taskforce, Osman Noor Ahmed, came close to being attacked by FDC supporters, before the intervention of the Police.

Other forms of altercation were reported in other areas.



ELECTION OBSERVATION PRELIMINARY REPORT BY CCEDU

Opening of polling stations and polling: The March 15th 2018 by-election in Jinja Municipality East Constituency registered a slow start – especially after the heavy morning downpour disrupted the commencement of polling. Several voting places around Jinja metropolitan area including the four (4) polling stations at Main Street Primary School commenced voting after 8:00am.  This was partly due to the lack of the five (5) voters required before commencement of voting – due to disruptions caused by the rain.  Voters braved the heavy rains that characterized most of the parts in Jinja Municipality East Constituency to go and vote at their respective polling stations.  Queues at polling stations increased in length in the afternoon even though the rains continued.  Under the circumstances, there was a general enthusiasm around the polling day as reflected by the long queues of especially young men and women that turned out to vote.

Deployment of Security: This could have been the most policed by-election in Uganda’s recent history, with a single polling station being manned by more than one polling constable.  Most urban polling stations had as many as 30 security persons supervising a polling station – a number that surpasses what has been seen before in hotly contested elections such as, the Kyadondo East Constituency by-election conducted in 2017. Volatile Jinja town areas attracted much higher deployment. In some cases, security deployment was of an intrusive nature and catalyzed rowdiness among locals.

In law and in principle, the EC is supposed to manage all aspects of the election including, security. Perceptions around security agencies occasionally interfering with the electoral environment outside the purview of the EC still exist.  EC needs to counter both the perceptions and realities of being subordinate to security agencies on matters electoral security.

Incidents: The Jinja metropolitan area, specifically Main Street was the theater of chaotic scenes resulting from occasional running battles between the security personnel and locals.  At for instance, Main Street Primary School, police conducted various arrests on account of NRM party supporters allegedly campaigning around the polling center.  A phantom polling station was in the earlier part of the day erected at the Main Street Primary School bringing the total number of polling stations to five (5) instead of four (4).  Vigilante citizens exposed this anomaly and the 5th polling station was immediately removed. Voters demonstrated exceptional vigilance in the by-election, to the extent that most of those who turned up to vote at different polling stations remained around, until the time of counting the votes – after 4:00pm.

Allegations of vote rigging, ballot stuffing and voter bribery remained widely spread. At some point, FDC President, Patrick Oboi Amuriat who was in the Constituency displayed a ballot paper that was pre-ticked in favour of NRM’s Nathan Igeme Nabeta.  The EC however dismissed the complaints around leaked and pre-ticked ballot papers noting that the serial numbers on the allegedly pre-ticked ballots were different from those that EC held in their custody.

Candidate Agents: Party and candidate agents from both the ruling NRM and the opposition demonstrated exceptional watchfulness of the polling process.  Opposition MPs and senior figures watched the voting process at all the 47 polling stations in Jinja Municipality East Constituency.  Senior figures from the NRM party likewise guarded their candidate’s vote in the Constituency.

Management of Polling Day: The EC deployed its staff to work as senior polling officials at the 47 polling stations in the Constituency.  This may have accounted for the fair level of efficiency witnessed during the polling and counting process.  Counting of votes is still on going at most polling stations.

Whereas the previous practice and norm has been that polling stations are located in open air spaces for purposes of guaranteeing transparency, most polling stations in Jinja Municipality East by-election had to be moved from open-air spaces to semi-covered facilities to protect polling materials from getting destroyed by the rain.  In future, the EC will have to re-think the practice of locating polling stations in open-air spaces without compromising the principle of transparency of an election.

Social media declares Museveni car vandalisation a bluff

DAILY MONITOR - Social media users have called reports from Police spokesperson Emilian Kayima and senior presidential press secretary Don Wanyama about the alleged vandalising of President Museveni’s lead convoy car a lie, packaged to portray members of the opposition in a negative light.

Mr Wanyama posted a picture of the car with the caption, “The President's car that was attacked by opposition supporters, smashing the hind window, this evening in Arua town. The police will issue a detailed statement on this incident.”
Mr Kayima later said that a group of Arua Municipality Member of Parliament (MP) candidate Kassiano Wadri’s supporters pelted stones at the car shattering its hind window.

However many social media users have trashed these allegations questioning how a car assumed to be bullet-proof could get smashed by mere stones.

Mr Wanyama’s posts on both Twitter and Facebook have been widely shared with many questioning his comments since last night.
“Maybe it is made by Chinese. People have been told lies for so long. How can a mere stone break the windscreen of a bullet proof vehicle?” Deus Turyamureeba, a Facebook user, questioned while a one Sheryl Incorporated thought the car ‘story’ should be made the joke of the year.

Solome Nakaweesi-Kayondo advised that Mr Wanyama should have just kept quiet in this case.
“Silence is sometimes golden (especially in such a situation where emotions are high). Now your pictures have opened more questions. Eeeeeh all along we thought this car was bullet proof??? So how come a bullet proof armoured presidential car be smashed by stones?? Something doesn’t add up. And so, are now justifying someone being deprived of the right to life with these pictures?”

Brian Atuheire brought the allegations into Biblical context on Twitter, “The stone that stoned Museveni's car was the one that was hit at Goliath!”

Duke Mugerwa Ahmed said, “All along I thought it was hard to get to Mr Museveni's skull but to my surprise it's this easy, the car is neither bullet nor stone proof.”

However, Wanyama said that the netizens had no clue about armoured cars. Therefore they could not tell that car has an outer glass which covers the bullet proof glass. He said that in this case, it is the outer glass that was shot at.
“It's actually bullet proof. If you look critically, you'll notice the bullet proof glass is intact,” he said in his defense.

He followed the comment with a picture of one of President Museveni’s armoured cars for all to understand what he was talking about.
But, people did not agree with him, stating that the car he posted was of a different make from the one that was shot at.
“I will pick the easiest flaw in the two pictures. The glass lengths and widths in the two cars are different,” Dicta Asiimwe wrote.

She was backed by John K. Wasikye who said, “You've surely made our country a laughing stock, am sure this has frightened away thousands of tourists and millions of dollars in investments.”

Samuel Ouga Ekemu called out Mr Wanyama for bringing up non-issues when there was a bigger problem at hand.
“My brother, the police just shot dead an unarmed peaceful Ugandan civilian driving... and you really expect people to have sympathy for this too expensive President’s toy???” Ekemu wrote.

Ojok Reagan Ronald wondered how Kassiano Wadri’s supporters got past President Museveni’s huge security detail to get to his car, “If anyone has ever seen Museveni’s convoy, those land cruisers are always in the middle of several escort cars (including his toilet) with armed men. Before you even aim a stone at any of them, you will be long gunned down. Wanyama Don Innocent only reminds me of Sadam Hussein information Minister! Time shall come one day for individual accountability.”

Andrew Masaba mused, “And for some reason no media house managed to take a picture of the presidents damaged car let alone the fact that it is a bullet proof car that got shattered by a stone. And the debate is slowing moving from the driver to the alleged stoning of Museveni's bulletproof car. Museveni has good spin doctors!”

By the time of publishing this story, there were 133 comments on Wanyama’s Facebook post and 410 replies to his tweet.

President Museveni’s car vandalised in Arua



A car belonging to President Museveni's motorcade was reportedly vandalised and its hind screen shattered in the chaos and gun fire that rocked Arua town on Monday evening.

Police spokesman Emilian Kayima, in a statement released to the press, said that the president's motorcade was attacked in Arua. This was after security forces reportedly fired live bullets to disperse opposition supporters who were marching in the town.

Mr Kayima was giving a “situation report” following reports that a one Yasin Kawuma - who was driver of Kyaddondo East MP, Robert Kyagulanyi alias Bobi Wine - had been shot dead in Arua town.

Bobi Wine is in Arua to campaign for independent candidate Kassiano Wadri.

The MP was soon after also reportedly picked up by security personnel, and his whereabouts are currently unknown. Some journalists, too, are reportedly missing.

Kayima’s statement reads: “I want to give a situation report of what transpired this evening in Arua as all candidates finalised the campaigns to the elections of Wednesday, August 15 2018. At around 6.30pm, the president’s motorcade was attacked by hooligans at Prisons Cell in Arua Municipality, as the President left Boma grounds where he had held the last rally for his candidate. One of the president’s lead cars was attacked and smashed by these hooligans that were donning colours of one of the contestants in this election Mister Kassiano Wadri. Security forces quickly intervened to calm down the situation, and the situation became riotous as many were pelting stones at the convoy of the president, which is unacceptable. However it should be noted that earlier in the day, at about 4pm, as the president proceed to Boma Ground, a grader intercepted his convoy again, and this grader has since been apprehended and brought to police station in Arua. The grader is UAP 064 R.

“The motive is clear. It is bound to have to been intended to commit a crime. It should be noted that this grader was wrapped in the colours as those that were attacking and those smashed one of the lead cars at prison cell. We condemn these acts of violence that do not show how mature we are politically. The scene of crime has been secured and is being managed very well by our police officers on the ground and the situation has been contained. A number of suspects have been arrested to help with investigations. Details on this situation will be provided in due course,” the statement said.
