Chief Justice Alfonse Owiny Dollo’s name is trending at number one on
Twitter. This follows his claims about the Kabaka of Buganda at the
late Speaker Jacob Oulanyah’s home in Muyenga. Some social media users
have termed his statements as tribal.
In a video making the rounds on social media, Owiny Dollo condemned
the demonstrations that took place in Seattle, US, where the fallen
Speaker, Oulanyah, was hospitalized.
The Chief Justice said that it’s only a wicked person that fights a person fighting for his life.
He further alleged that the ‘ethic leader’ of the people that demonstrated used a presidential jet to Germany for treatment.
“Some people demonstrated in Seattle telling a man struggling for his
life to go back home (Uganda), Why didn’t they demonstrate when their
Ethnic leader was flown to Germany,” said Owiny Dollo.
However, this website understands that the Kabaka of Buganda, Ronald
Muwenda Mutebi, travelled to Germany for treatment using KLM Royal Dutch
Airlines.
The CJ’s comments have caused an extremely strong reaction of anger.
Court releases Luweero man accused of declaring Museveni dead
After spending seven months on remand for allegedly declaring President
Museveni dead, Jamil Ssekyondwa has finally regained his freedom.
Ssekyondwa was released on Thursday after the Chief Magistrate’s Court
in Luweero dismissed the case on grounds that the charge sheet was
defective.
Ssekyondwa, a resident of Kabunyata village in Kamira
Subcounty, Luweero District was on July 15, 2021 arraigned before the
Chief Magistrate Court of Luweero where a case of offensive
communication contrary to Section 25 of the Computer Misuse Act, 2011,
was read to him by the Luweero State Attorney, Ms Peace Bashabe.
But Ssekyondwa who has been on remand since July 2021 is
finally a free man and reunited with his family in Kamira Sub County
after the state failed to adduce evidence to prove that Ssekyondwa
willfully and repeatedly used electronic communication to disturb the
peace and privacy of Mr Museveni.
“The facts as laid down by the State do not reveal major
elements of the offence such as repetitive communication, right of
privacy of a person having been interfered with. For that matter, the
facts do not reveal the offence under the law (Sec 25) of the computer
misuse Act 2011,” Luweero Chief Magistrate, Samuel Munobe stated.
“The accused cannot be convicted on such grounds as doing
so would be offending the able Constitutional Principle laid down under
Article 28 Section 12 of the Constitution of the Republic of Uganda as
amended. The charges are dismissed and the accused lawfully discharged,”
he ruled.
It had been alleged that Ssekyondwa while at Kabunyata trading centre in
Kamira Sub County, Luweero District on July 7, 2021 using his mobile
phone, sent messages to different people indicating that President
Museveni had died. Ssekyondwa also allegedly used offensive and abusive
words that accompanied the messages.
Although Ssekyondwa had pleaded guilty to the charges when he was first
arraigned in court, the trial magistrate explained and guided that a
conviction cannot be scured based on a defective charge sheet.
Air Force One will jet into the eastern Polish town of Rzeszow --

deployment of further troops to Romania, Hungary, Slovakia and Bulgaria,
as well as bolstering chemical and nuclear defences in case Russia
expands its attack beyond Ukraine.
In Poland, Biden will also receive a briefing on the dire
humanitarian situation in Ukraine, which has seen more than 3.5 million
people pour out of the country, mostly to Poland.
The UN believes that more than half of Ukraine's children have
already been driven from their homes, "a grim milestone that could have
lasting consequences for generations to come," according to Unicef chief
Catherine Russell.
"Every day it's 20, 30 times we go to the basement (to shelter),"
said a sobbing 37-year-old Vasiliy Kravchuk in the garrison town of
Zhytomyr.
"It's difficult because my wife is pregnant, I have a little son."
Biden's trip comes as the West faces urgent questions about what more
it will do to help those like Kravchuk withstand the Russian onslaught.
Plea for help
Ukraine's embattled president Volodymyr Zelensky on Thursday begged
NATO for unlimited weapons to help besieged Ukrainian cities like
Mariupol cling on in the face of fierce Russian bombardment.
About 100,000 civilians are said to be trapped in the southern port
city with dwindling supplies of food, water and power, and with
encircling Russian forces slowly grinding the city to dust.
Russia's highly censored media has broadcast aerial footage that
appeared to be from Mariupol, showing a hellscape of charred and pocked
apartment blocks spread across a singed and blackened wasteland.
Presenters blamed the devastation on Ukrainian "nationalists."
Kremlin-allied Chechen warlord Ramzan Kadyrov on Thursday claimed his
forces had pierced Ukrainian defences to take Mariupol's city hall and
hoist Russia's flag.
That claim was not verified, and Ukraine's armed forces said Russia was still trying to sack Mariupol "without success."
The city is a treasured prize for Russia as it would enable a land
bridge between Russian-annexed Crimea and regions already controlled by
Russian proxy forces in eastern Ukraine.
While some civilians have been able to flee to Ukrainian-controlled
territory, local officials said as many as 15,000 Mariupol residents
have been forcibly deported to Russia.
Kyiv's allies are said to be discussing sending anti-ship missiles to
Ukraine, although there were "some technical challenges," according to a
senior US official.
But the United States has so far ruled out sending fighter jets or other large weapons systems.
Biden has repeatedly said he does not want to cross a line into what he says could pit nuclear-armed Russia against NATO.
For now, the West is content to squeeze Russia's economy and Putin's inner circle.
The European Union and the G7, also meeting in Brussels on Wednesday
pledged to block transactions involving the Russian central bank's gold
reserves, to hamper any Moscow bid to circumvent Western sanctions.
And a series of countries announced asset freezes and travel bans on more Kremlin-connected individuals.
There was no agreement to halt oil and gas imports from Russia, which
fill Moscow's war chest to the tune of hundreds of millions of dollars
per day.
Counterattack
In recent days Ukraine has also shown its ability to go on the
counter-attack, seemingly pushing Russia's military out of towns near
Kyiv and hitting valuable Russian targets in the south.
Ukraine on Friday claimed it had destroyed or damaged a small
flotilla of Russian warships in the Ukrainian port city of Berdyansk.
According to the Ukrainian armed forces, Russian landing ship the
"Saratov" was destroyed, and the landing ships "Caesar Kunikov" and
"Novocherkassk" were damaged.
Images from the scene showed a large Russian warship ablaze at dockside, with other vessels steaming away from the inferno.
British military intelligence said the attack on "high-value" targets
also destroyed an ammunition storage depot and was part of a broader
strategy of Ukraine targeting vulnerable Russian supply lines.
"Ukrainians will continue to target logistical assets in Russian-held areas," the UK Ministry of Defence said.
"This will force the Russian military to prioritise the defence of
their supply chain and deprive them of much-needed resupply for
forces."
Summits
Zelensky wants NATO to help Ukraine go further on the offensive with
more advanced fighter jets, missile defence systems, tanks, armoured
vehicles and anti-ship missiles.
But his plea for the floodgates to open and for the West to provide
"all the weapons we need" has so far met a qualified response.
At an emergency summit in Brussels on Thursday, NATO leaders said
they were willing to provide more of the Javelin and Stinger missiles
that have repelled scores of Russian tanks and fighter jets.

OMORO: After friends and relatives received news of
Speaker of Parliament Jacob L’okori Oulanyah’s death, they started to
flock to the deceased’s ancestral village, Ayom Lony village in Lalogi
Sub-county, Omoro District, to condole with his parents and family
members who were gathered at the home.
As they congregated, many started to question circumstances around
Oulanyah’s death. His relatives and parents called for more clarity on
their son’s death, saying until the time of his death, they were kept in
the dark about his condition.
Nathan L’Okori, Oulanyah’s father said he is waiting to get an
authentic report of his son’s death from President Yoweri Museveni. He
stressed that his son didn’t die of a natural cause. He added that
before his son was airlifted to the United States, Oulanyah hinted on a
sinister move designed to end his life, a piece of information that he
says Oulanyah repeated even while in Hospital.
Also, Milton Omara, 74, Oulanyah’s paternal uncle told Uganda Radio
Network a news partner agency of The Kampala Report, that although they
knew about the former speaker’s sickness, no one took the initiative to
inform them about what he was suffering from. He said the government
needs to clearly explain what exactly killed their son.
Omara is bothered that Oulanyah’s death will leave a huge gap in the
family and the district since he was an icon of unity and supported many
development projects including paying school fees for needy children in
the community.
Veronica Okori, Oulanyah’s stepmother equally said they don’t have
any information on what caused Oulanyah’s death, and adds that ever
since Oulanyah was airlifted to the USA, no information was shared with
his family about his condition.
“We don’t have any information, we are equally waiting to know from
those people who were close to him at the Hospital,” She told URN in an
interview. She described Oulanyah as a man who was friendly to many
people, loved his district and the country.
Olal George, Oulanya’s brother also noted that his death is a shock
to the family since they weren’t told about his problems. He says
Oulanyah’s demise has created a vacuum in the family because he had
solely been supporting them including his aging parents.
In reiteration, Omoro District Chairperson Douglas Peter Okello said
they are equally waiting for the report on the cause of Oulanyah’s
death.
Oulanyah, 56, who was also the Omoro County legislator died at a
hospital in Seattle in the United States of America where he has been
undergoing medical treatment since February 3. His death was announced
by President Yoweri Museveni on Sunday afternoon.
Prime Minister Robinah Nabbanja said the President will be announcing
burial arrangements for the late Oulanyah whose body awaits
transportation into the country.

Speaking from his home in Gulu, H.R.H. Rwot David Onen has cast
doubts on what exactly could have killed the Speaker asking why their
children are dying immediately after ‘falling into things’.
“We cannot pretend that all is well because we have more questions than answers,” he said.
He added,” This also raises a question as to why our children die immediately after elevation to positions of power.”
H.R.H. Rwot David added his voice on that of Oulanyah’s father Nathan
L’Okori, who insisted that his son didn’t die of natural causes.

people who were spreading what he called then false news regarding
Oulanyah’s death.

Deputy Speaker Among Now Moves With Her Own Microphone …
In the wake of the death of her boss Jacob Oulanyah, the deputy
speaker of parliament Anita Among fears for her dear and she now moves
with her own microphone.
Oulanyah’s father Nelson L’Okori insisted that his son told him that he was poisoned.
Such allegations have forced Among to be very careful with her life
and on Sunday evening during the vigil at the deceased’s home in
Muyenga, a Kampala suburb, she refused to use the microphone other
government officials were using.
The officials who spoke during the vigil included the Prime Minister
Robinah Nabanja, Agriculture ministers Frank Tumwebaze, Security
minister Gen Jim Muhwezi and they all used one microphone.
However, when the minister for Information and National Guidance Dr.
Chris Baryomunsi invited Among to address mourners, her bodyguard got
the microphone from the bag and gave it to her boss.
Sources at parliament intimated to theGrapevine that Among is not only sensitive to poison scare but also fears Covid-19.
In her speech, Among promised to fulfill the deceased’s wishes by
creating a good working relationship between the leader of government
business and the office of the speaker.
“My sister Robinah (Robinah Nabanja, the prime minister), I am happy
and I can promise we will work together for the good of Jacob. I am also
happy that you went with Jacob’s word. Jacob called you when you were
in your office and told you, walk to my deputy’s office and you did
that. I am happy that you came and we will work together,” a tearful
Among said.
She praised her boss for his good leadership and mentorship.
She said that she will not forget when the deceased trusted her to
chair the vetting committee to vet the vice president Jessica Alupo and
PM Robinah Nabbanja.
” I have walked the journey with that brother of mine, that friend of
mine and a boss,” she said before walking away in tears failing to
finish her address.
